A Dog-Friendly Café on the Third Floor

Dog-friendly café Phra Arthit brings PULSE to a converted old shophouse near Phra Sumen Fort. It sits above a ground-floor ice cream shop, tucked into an upper level. A staircase leads past the second-floor café room and on to the third floor. That upper floor is where dogs are welcome. The main seating room downstairs stays reserved for people only, so a dog’s visit centers on that open third-floor space.

The third floor trades air conditioning for open air. As a result, it runs a little warmer than the room below. Still, glimpses of leaves through the windows soften the space, and a rooftop view toward the Rama VIII Bridge adds to it. While the second-floor room stays cool and closed off to pets, the third floor keeps things relaxed for dogs and their people alike. Beyond the seating, the building’s age comes through in worn wooden stairs and tall windows. That’s a contrast to the newer cafés nearby on Khao San’s edge.

Coffee sits at the center of the menu. Alongside it, soft cookies come served with cream, and a matcha latte leans more milky than bitter. A rotating tea list from TWG adds variety, including a rose-and-peach blend that reads more floral than sweet. As a result, a visit here suits a slow cup rather than a full meal. Even so, the food and drink hold their own against the view.

This dog-friendly café fits naturally into a walk along Phra Arthit, a street shaped by old mansions, riverside piers, and a slower rhythm than central Bangkok. Pup Cities keeps an eye on details like a third-floor-only rule. That kind of detail shapes how a visit actually goes with a dog in tow. Equally, knowing which floor to head for before arriving makes the stop easier to plan.

Opening hours and pet access policies can change, always check with the venue before visiting with your dog. Dogs allowed on 3rd floor only — not permitted on the 2nd floor café room
